Frequently asked questions

What is MOHRE?

MOHRE — Ministry of Human Resources and Emiratisation — is the UAE federal labour ministry. Sets and enforces UAE labour law (Federal Decree-Law No. 33 of 2021), issues work permits, registers employment contracts, manages MOHRE labour quotas per company, and administers Worker Protection / Involuntary Loss of Employment insurance schemes. Operates the Tasheel typing-centre network as its public-facing delivery channel.

What's the difference between MOHRE and Tasheel?

MOHRE is the ministry that sets policy and approves filings. Tasheel is the operational delivery network — typing centres, accredited PRO firms, and the MOHRE smart-services portal — through which work permits, employment contracts, and labour transactions are filed. Every MOHRE filing flows through Tasheel infrastructure.

What is the MOHRE quota?

MOHRE assigns each licensed UAE employer a quota — the maximum number of foreign workers the company can sponsor. Quota scales with office size, activity classification, and Emiratisation requirements (some sectors require Emirati national hires before additional foreign quota is approved). Standard SMEs see 2–8 quota; mid-cap businesses 12–25+. Quota expansion requires evidence of operational growth.
