Definition — MOHRE Services
The Ministry of Human Resources and Emiratisation (MOHRE) regulates all UAE employer-employee relationships. Every labour transaction — new employment contract, contract renewal, contract amendment, work permit, complaint filing, cancellation, end-of-service gratuity calculation, IL OE (involuntary loss of employment) insurance — must be filed with MOHRE through approved Tasheel typing centres. YABS handles all MOHRE liaison via per-transaction or retainer pricing.

Where people get this wrong.
Pulled from 500+ YABS engagements. Each pitfall has a knock-on cost in time or AED — knowing them up front is half the value of using a PRO.
Hiring a candidate already on a current employment visa without cancellation
Cost: Both employers held in MOHRE quota; new permit blocked
YABS fix: We require previous-employer cancellation paper before filing the new work permit.
Skipping MOHRE quota check before sending an offer
Cost: Offer issued; work permit refused; offer withdrawn — reputational damage
YABS fix: We pull quota balance before any offer is signed.
Forgetting Worker Protection / IL OE insurance
Cost: Permit auto-suspended after 30 days; AED 100/month penalty
YABS fix: Our PRO retainer auto-enrols every new hire on day 1.
Frequently asked questions
What does MOHRE regulate?
MOHRE regulates UAE employer-employee relationships under Federal Decree-Law No. 33 of 2021 (UAE Labour Law). This covers: employment contracts (limited and unlimited), work permits, labour cards, working hours, leave, end-of-service benefits, gratuity, dispute resolution, complaints, cancellations, IL OE insurance, and Wages Protection System (WPS) compliance for salary payments.
Is IL OE insurance mandatory?
Yes as of 2023. IL OE (Involuntary Loss of Employment) insurance is mandatory for all UAE employees in private sector and federal government. Employer pays AED 60–120/year per employee depending on salary band. Non-compliance triggers MOHRE penalties starting at AED 400/employee/month. YABS PRO retainer includes annual IL OE coordination.
How does MOHRE handle complaints?
Employees can file complaints to MOHRE via the MOHRE app or Tasheel centres. MOHRE attempts amicable resolution within 14 days; if unresolved, the case escalates to Labour Court. YABS represents employers throughout — preparing responses, coordinating settlement negotiations, and filing court documents if needed. Most complaints settle within 30–45 days.
What is end-of-service gratuity?
Per UAE Labour Law, employees with 1+ year of service receive end-of-service gratuity: 21 days' basic salary per year for first 5 years, 30 days per year thereafter, capped at 2 years' total wages. Calculated on basic salary only (excludes allowances). Payable at termination or resignation. YABS calculates gratuity for all client employees during separation.
