What Tasheel is, in one paragraph.
Tasheel is the public-facing labour-services delivery network of the UAE Ministry of Human Resources and Emiratisation (MOHRE). Tasheel typing centres, accredited PRO firms, and the MOHRE smart-services portal jointly process the labour-side filings every mainland employer must make: work-permit applications, standard and limited employment contracts, MOHRE quota applications and amendments, establishment-card issuance and edits, and labour-bank guarantees. Tasheel is operational infrastructure — the policies it enforces are set by MOHRE under Federal Decree-Law No. 33 of 2021 (the UAE Labour Law) and its executive regulations.
Common filings.
- Work permit (MOHRE pre-approval): issued before a foreign employee enters the UAE. Required to apply for an employment entry permit with GDRFA / ICP.
- Standard / limited / unlimited employment contract:registered with MOHRE; binding on both employer and employee under UAE Labour Law.
- MOHRE quota: the employer's authorised head-count for foreign hires. Linked to office space, activity, and Emiratisation rules.
- Establishment Card: the MOHRE identifier for the employer entity. Amendments (address change, shareholder change, manager change) flow through Tasheel.
- Labour Bank Guarantee: historically AED 3,000 per employee — replaced by the Worker Protection insurance scheme in 2022 for most categories.

What is the difference between Tasheel and MOHRE?
MOHRE is the federal ministry that sets UAE labour policy and law. Tasheel is the operational delivery network that applies that policy at scale — typing centres, accredited service providers, and the smart-services portal. When YABS files a work permit, the application goes through Tasheel infrastructure and is approved by MOHRE.
How long does a Tasheel work permit application take?
Standard work-permit application via Tasheel: 2–5 working days from submission to approval if all documents (passport, photo, education attestation if required, MOHRE quota slot) are in order. Quota-exhausted entities or restricted-nationality applications can extend to 7–14 days due to additional review.
