What's included

Dubai education & training — full stack.

A Dubai education or training business operates under Knowledge and Human Development Authority (KHDA) regulation in Dubai or Abu Dhabi Department of Education and Knowledge (ADEK) in the capital. KHDA pre-approval is required BEFORE Dubai DED licence — same reverse-order pattern as medical clinics. Curriculum must be filed and approved (KHDA reviews learning outcomes, pedagogy, teacher credentials). Premises must meet KHDA facility standards. Teacher credentialing per teacher. Schools (K-12) face full KHDA accreditation; training institutes have lighter regulation but still substantial.

The process

7 steps, 45–90 d.

  1. KHDA pre-approval application

Submit business plan, curriculum, teacher credentials, facility plan, financial plan to KHDA. Review 30–45 working days. Approval grants conditional permission to set up.

  2. DED activity + trade name

Reserve trade name. Choose primary activity 8542/8550/8559 depending on training type.

  3. DED initial approval

DED 1–2 days. KHDA pre-approval required for DED to issue education licence.

  4. Premises fit-out + KHDA facility inspection

Premises must meet KHDA standards (classroom sizes, teacher-to-student ratios, ventilation, accessibility). KHDA inspects post-fit-out.

  5. MoA + Ejari + final DED trade licence

Standard mainland process. AED 13,500 trade licence fee for education category.

  6. Teacher credentialing (per teacher)

Each teacher requires KHDA credential verification — qualifications, teaching certifications, working experience. Per teacher 14–21 days.

  7. KHDA operational licence + opening

Final KHDA operational permit. Establishment Card. Institute opens with approved curriculum.

Common mistakes

Where people get this wrong.

Pulled from 500+ YABS engagements. Each pitfall has a knock-on cost in time or AED — knowing them up front is half the value of using a PRO.

Filing DED licence before KHDA pre-approval

Cost: DED rejection; licence fees burned; KHDA still requires its own pre-approval

YABS fix: Education activities reverse the standard order — we file KHDA first, DED second.

Marketing courses before final KHDA operational permit

Cost: KHDA enforcement; marketing pulled; AED 5,000–25,000 fine + reputational damage

YABS fix: We delay launch marketing until KHDA's operational permit is in hand and the curriculum is endorsed.

Hiring teachers before credential verification

Cost: KHDA inspection failure; teacher cannot deliver classes; refund liability to enrolled students

YABS fix: Each teacher's credentials are pre-verified against KHDA standards before signing the employment contract.

Frequently asked questions

Why do I need KHDA approval before DED for a training institute?

Education is highly regulated in Dubai — KHDA (Knowledge and Human Development Authority) is the primary authority. KHDA verifies curriculum, facility, teacher credentials, financial sustainability, and educational outcomes BEFORE DED commercial licensing. Same reverse order applies to medical (DHA-first). Standard mainland businesses go DED-first; education is the exception.

How much does it cost to open a training institute in Dubai?

Total typical AED 35,000–85,000 fully delivered for the licence stack: KHDA pre-approval + DED + KHDA teacher credentialing + Ejari + MoA + Establishment Card + KHDA operational licence + YABS + 5% VAT. Excludes premises fit-out (AED 100,000–600,000 typical), curriculum development costs, and per-program approval fees if multiple training programs.

How long does Dubai training institute licensing take?

Realistic timeline 45–90 working days. KHDA pre-approval (30–45 days) + facility fit-out (variable) + KHDA facility inspection + teacher credentialing (14–21 days per teacher, can run in parallel) + final DED licence (3–5 days) + KHDA operational permit (7–14 days). Curriculum-heavy programs (multi-track, exam prep, certification courses) take longer due to layered curriculum approvals.

Can a non-educator own a Dubai training institute?

Yes. KHDA permits investor ownership of training institutes provided a qualified Academic Director (typically a master's degree + relevant teaching experience) is appointed. The Academic Director carries pedagogical responsibility; the investor owns the company. Many investor-owned training institutes operate this way successfully.

What's the difference between KHDA Dubai and ADEK Abu Dhabi?

KHDA regulates education in Dubai. ADEK (Abu Dhabi Department of Education and Knowledge) regulates Abu Dhabi. Curriculum approved by KHDA must be re-approved by ADEK to operate in Abu Dhabi — emirate-level regulators don't cross-recognise. Dubai institute and Abu Dhabi institute are separate licensing journeys requiring independent regulatory approval.
