Methodology

How we actually ranked these 7 firms.

Every “best Dubai business setup” list online is either (a) paid placement disguised as editorial or (b) a single firm ranking themselves #1 with zero methodology. We’re going to be upfront: we’re YABS, and we rank ourselves at #1. Here’s the actual criteria we used so you can re-rank based on your own priorities.

Ranking signals, in weighted order:

  • 1. Pricing transparency — Does the firm publish an itemised all-in price, or just a teaser “from” number?
  • 2. Written delivery guarantee — Does the firm contractually commit to a timeline, with a refund clause?
  • 3. Verified Google review volume + rating — Total review count and rating, sanity-checked for review velocity anomalies.
  • 4. Public scorecard — Do they publish measurable outcomes (on-time rate, bank approval rate, retention)?
  • 5. Service breadth — Company formation only, or full-stack (PRO, visa, accounting, tax) from year 2+?

What we explicitly did NOT use: advertising spend, public relations volume, size of the firm (which rewards marketing budget over service quality), or any paid placement.

#2 · Strong Brand

Virtuzone

Founded 2009 · Dubai, UK office · Listed on virtuzone.com

One of the most visible UAE business setup brands due to heavy advertising and media partnerships. Published pricing covers mainland, IFZA, and Meydan. Strong service breadth including accounting, PRO, and “Virtuzone Lifestyle” add-ons (schooling, housing referrals, etc.). Most published client testimonials; also most expensive published entry tier among Dubai-address packages at the time of publication.

Best for: Founders prioritising a well-known brand and lifestyle add-ons.
Consider YABS if: You want fixed all-in pricing with a written refund clause.
#3 · Large & Corporate

Shuraa

Founded 2001 · Multiple UAE offices · Listed on shuraa.com

Large, long-established setup firm with multi-office UAE presence and international branches. Corporate-style client experience; suitable for larger corporate clients setting up regional HQs. Published pricing available for some entry packages but quotes often move to “case-by-case” for complex activities. Significant PR footprint.

Best for: Large corporate clients and regional HQs with complex structures.
Consider YABS if: You’re a founder (not a corporate) who wants senior partner attention.
#4 · Mid-Size

Commitbiz

Dubai-based · Listed on commitbiz.com

Mid-size setup firm with competitive published pricing and a broad service menu covering mainland, free zones, offshore, and VAT/accounting. Positioning is value-focused. Client experience has been described on review sites as “straightforward but transactional.”

Best for: Cost-sensitive founders who prioritise headline pricing.
Consider YABS if: You want a named senior partner for year-2+ renewals.
#5 · Quotes on Request

Creation Business Consultants

Dubai-based · Listed on creationbc.com

Professional consultancy with a focus on mid-market and corporate advisory. Pricing is quoted on request rather than published, which is consistent with an advisory-first positioning. Service breadth includes setup, PRO, and tax advisory.

Best for: Founders with complex regulatory needs who prefer advisory-style engagement.
Consider YABS if: You want a fixed price on day 1 rather than case-by-case quoting.
#6 · Boutique, International Tax

Adam Global

Multi-jurisdiction firm · Listed on adamglobal.com

Boutique firm with a strong international tax and cross-border structuring focus. Strong fit for founders coordinating UAE setup with existing offshore entities, family trusts, or international holding structures. Published entry pricing is limited; quotes are typically custom.

Best for: Cross-border family offices and HNW founders coordinating multiple jurisdictions.
Consider YABS if: Your UAE entity is your primary operating structure.
#7 · Small Independent

Set Hub

Dubai-based smaller independent firm

Smaller independent firm representing the long tail of Dubai setup consultancies. Lower headline pricing, smaller service menu, and limited published scorecard. Numerous firms fit this tier — we’ve included one representative example here. Founders choosing this tier should ask for written timeline commitments and reference calls.

Best for: Price-driven founders doing their own due diligence.
Consider YABS if: You want a published scorecard and written guarantee.

Roundup FAQs

How to read this list.

Our ranking is based on five public signals we could verify at the time of publication: (1) published 2026 pricing transparency, (2) verified Google review volume and rating, (3) year-of-founding and years in UAE practice, (4) public scorecard or outcome disclosure, and (5) breadth of services (company formation alone vs full-stack with PRO, accounting, tax). We disclose YABS as our own firm and recommend readers get written quotes from 2-3 firms before signing.
Published entry pricing varies widely. Most firms advertise a ‘from’ price that excludes immigration fees, Emirates ID, medical, and bank account fees. The question to ask is not ‘cheapest headline number’ but ‘what’s the fixed all-in price including every government fee.’ Firms that publish itemised all-in quotes on day 1 (including YABS) are easier to compare against firms that only publish “starts from” teaser pricing.
Four must-ask questions: (1) “Is this price fixed in writing, and what government fees are excluded?” (2) “What’s your written delivery deadline, and what happens if you miss it?” (3) “Who will be my point of contact after I sign — the same person as today, or a junior?” (4) “What’s your corporate bank account approval rate and how is KYC prepared?” These four questions reveal most of the operational differences between firms.
Not always. Larger firms benefit from established government department relationships and volume-driven efficiency; boutiques benefit from senior partner attention and flexibility. What matters more is the specific team assigned to your case, their experience with your activity, and their bank-relationship depth. Ask to speak with the actual partner handling your file before signing, regardless of firm size.
This is a jurisdiction question, not a firm question. IFZA and Meydan are cost-effective Dubai free zones (from AED 5,500–5,750); DMCC is premium at AED 15,000+ with the ‘global #1 free zone’ brand value; DIFC is finance-specific at AED 35,000+ with English common law. Most reputable setup firms file with all of these. See our free zone comparison for a full breakdown.
Five common red flags: (1) “Starts from AED 4,999” pricing without itemised breakdown, (2) pressure to pay a deposit before receiving a written quote, (3) reluctance to name the partner assigned to your case, (4) claims of “guaranteed approval” without explaining bank KYC methodology, (5) Google reviews that all post within a narrow date window (potential paid reviews). Reputable firms publish methodology and welcome reference calls.
